Legal Services with International Experience
I am Dmytro Lyushenko, a Ukrainian-licensed attorney, Registered Foreign Legal Consultant (CA State Bar No. 01121605), commissioned California Notary Public, and registered Legal Document Assistant (LDA) based in Sacramento, California. With more than 15 years of legal experience in Ukrainian and international law, I provide professional support in Ukrainian law matters, notarial services, legal document preparation, immigration consulting, apostille services, and cross-border legal processes.
In addition to my legal practice, I am an independent researcher in legal technology and digital asset law. I serve as a senior researcher at the Center for Blockchain Trust, Identity & Asset Continuity Inc., where I developed the LegacyVault framework — a patent-pending system for secure digital asset management and inheritance. I am the lead author of the scholarly article “Information Technologies in Creating Digital Safes for the Storage of Inheritance Assets” and co-author of “Modeling of Digital Asset Inheritance Processes Using Blockchain Technologies” and “International Unification of Digital Heritage Standards as a Prerequisite for the Global Compatibility of Legal Systems.” I serve as a peer reviewer for Academic Visions and Futurity Economics & Law, and have been featured in international media for my research on digital heritage. I am also a co-inventor of the Web3-Based Encrypted Digital Life Safe and have submitted regulatory proposals to the SEC Crypto Task Force regarding digital asset custody standards.
I am the founder of Golden Gate Visa LLC and NOTA LLC, where I combine document preparation services and notarial solutions with modern, innovative approaches for clients in the United States and abroad. I also created LegacyVault, a patent-pending digital platform designed to securely manage and transfer digital assets in compliance with modern inheritance laws.

My mission is to bridge Ukrainian and American legal processes while supporting the Ukrainian community in California through educational initiatives, professional guidance, and entrepreneurial projects.
